China Solicits Proposals for the Formulation and Revision of National Pesticide Residue Standards for 2026

To the Relevant Units:

In order to further improve the national standard system for pesticide residues, enhance the supervision of pesticide residues in agricultural products, and effectively guarantee the quality and safety of agricultural products, we are now publicly soliciting projects for the formulation and revision of national pesticide residue standards for 2026. The relevant matters are notified as follows.

I. Scope for Project Initiation

(1) Priority will be given to formulating and revising standards for which supporting detection methods are lacking or perform poorly in the “National Food Safety Standard – Maximum Residue Limits for Pesticides in Food” (GB 2763).

(2) Priority will be given to formulating and revising Maximum Residue Limit (MRL) standards urgently needed for dietary risk management. This mainly includes MRLs related to pesticides banned or restricted in China, MRLs related to newly registered pesticides/crops, and MRLs already published and implemented in GB 2763 that are recommended for revision based on post-implementation tracking and evaluation.

(3) Other relevant technical specifications.

II. Application Requirements

(1) Project proposals must align with the requirements for building a high-quality agricultural standard system, address the urgent needs of public health protection and dietary risk management, and reflect the current status of pesticide residue standards and the needs of agricultural product quality and safety supervision.

(2) Project proposals must have a sufficient scientific basis, including the necessary toxicological and residue chemistry data for dietary risk assessment, as well as relevant risk monitoring information.

(3) Project proposals must comply with laws and regulations related to agricultural product quality safety and pesticide management, and have a basis for social stability risk assessment.

(4) The unit undertaking the standard project must meet the following conditions: possess the technical capability and level required for drafting national pesticide residue standards; qualify for undertaking government procurement services; and have no relevant conflicts of interest in the field involved in the project. The project leader should have substantial expertise and professional proficiency in the field of food safety and pesticide residues, and be familiar with relevant domestic and international laws, regulations, and food safety standards.

III. Other Matters

Relevant applicants are requested to fill out the Project Proposal Form for the Formulation and Revision of National Pesticide Residue Standards for 2026 (see attachment). Units applying for revision projects should also provide post-implementation tracking and evaluation materials, explaining the necessity and urgency of the revision.

Please send the electronic version (both PDF and Word formats) of the project proposal to the Institute for the Control of Agrochemicals, Ministry of Agriculture and Rural Affairs (Secretariat of the National Expert Committee for Pesticide Residue Standards) by October 23, 2025.
