The measures set forth clear control requirements for various highly toxic and high-risk pesticides, further regulating the use and management of pesticides within the country.
I. Banned Pesticides: Comprehensive Prohibition on Multiple High-Risk Products
Notification No. 7 outlines a list of banned pesticides, all of which pose significant risks to human health and the environment. These pesticides are characterized by carcinogenicity, high acute toxicity, high environmental persistence, or bioaccumulation potential. Some are also listed under the Stockholm Convention on Persistent Organic Pollutants (POPs), the Rotterdam Convention on Prior Informed Consent (PIC), or are classified as Highly Hazardous Pesticides (HHPs). The use of these products is now comprehensively prohibited.

II. Restricted Pesticides: Controlled Use for 9 Products
Notification No. 8 introduces a list of restricted pesticides, comprising nine products that are not entirely prohibited but are subject to strict controls regarding application scenarios and methods. Some of these products may only be used under government supervision. The specific restrictions are as follows:

Methyl Bromide, Aluminum Phosphide: Permitted only as fumigants and strictly under government supervision.

Bromadiolone, Brodifacoum: Permitted only for processing into bait formulations for use as rodenticides.
